You can get the netCDF package from us by anonymous FTP at ftp.unidata.ucar.edu in pub/netcdf, but this package doesn't come with plotting capabilities by itself. We do, however, provide IDL scripts that you can use to run IDL graphically to plot values from netCDF files. This too is accessible by anonymous FTP at the same location as mentioned above.
