Sorry to take so long to respond to these, but I took a week off to go to a conference and have fallen behind. To answer your first question, I don't know of anyone who has compiled netCDF as a DLL. We don't have or use MS-Windows here, so I don't even know what the problems are. I can't think of much of a response to post to netcdfgroup, since I'm ignorant of the problems and issues surrounding DLL's or use of netCDF under MS-Windows.
