[netCDFPerl #IBL-150783]: using netCDF-Perl package in window system

The NetCDF-Perl package presents and uses the netCDF-2 API, which is 
implemented in the netCDF-4 package, so if you use only netCDF-2 features, then 
you should be able to do what you want.
