[netCDFJava #PEH-614230]: Problem reading BUFR file

Hi Don,

This was trickier than I thought, but I think I've fixed the bugs (there were 
several). Here's a new build:

ncdump output is fixed, and you should be able to get the proper values with 
scale/offset applied.
