[netCDFJava #DYV-254597]: ToolsUI JNLP file references missing file

Hi Nathan,

netcdfUI.jar was an artifact we created for older releases–prior to 4.6, I 
believe. If you really want that jar, you can get it here [1]. The webstart 
JNLP for that release [2] might be useful too.

However, why not use the webstart file for the current release [3] (v4.6)? That 
should always work.
