[netCDFJava #RTS-672326]: Bufr tables.

I didn't have the updated table, but I was able to find one within ECMWF's 
BufrDC package: https://software.ecmwf.int/wiki/display/BUFR/BUFRDC+Home

I've also submitted a fix for THREDDS here: 
https://github.com/Unidata/thredds/pull/550
You should be able to grab the updated tables there, as well as the 
modifications to tablelookup.csv.
