[netCDF #IAO-533024]: Compressed files return error in java netCDF

First, the java code uses a home-built java implementation of HDF5.
So, it is not clear what it does with compressed + fletcher files.

Second, I am a bit confused, is this at its heart a problem with the
netcdf-c library? Is the bug you report a bug in netcdf-c or netcdf-Java?
