[netCDFJava #QAX-163810]: Data Value Discrepancies Between Netcdf 4.2 and 4.3

Okay, using the 4.2 ToolsUI shows the GeoZ axis reversed from what 4.3 and 4.4 
show.  I'll have to rope in another developer to figure out what's going on.

Do you have a preferred third-party tool for looking at grib2 that we can 
compare against?
