[netCDFJava #TYF-271558]: Nexrad level 3 reading error

Hi Jonathan,

I've done a little more work on this issue, and I'm afraid there is no easy 
solution.  After stepping through our code that opens radar files, I see that 
we are either reading the code incorrectly out of this file, which is probably 
given the product code value of -252, or there is something else we don't know 
about this product.  I tried adding 256 to the value (i.e., correcting for a 
signed bit), but there is no product code 4 that I could find, either.
