[netCDFJava #AFR-758833]: NcML and NetCDF-4 expanded data model

Hi Timothy:

Its a bit embarrassing as I thought that I had NcML working on the full 
extended model, but on closer look there are some things not yet implemented. 
Ill let you know when i have an estimate when the implementation will be 
finished.
