[netCDFJava #VYQ-671945]: changes to opendap from TDS 4.2 to 4.3

The purpose of that method
was to allow ReqState to get
a meaningfull context path
when a servlet was running as ROOT.
I have removed it, but it may
cause failures if you try to run
the servlet directly from intellij.
