[netCDFJava #HNF-891045]: NetCDF 4.3 no longer accepts http: prefix for NcML datasets via DAP

Should be fixed in the _client_ code for 4.3.12 (the one nctoolbox uses), 
nothing to do with TDS. I will get you a release out tommorrow.
