[netCDFJava #NXD-157061]: Proxy server requiring authentication

I misunderstood that it was outgoing that was the problem.
The issue is making sure we set the proper (user,pwd) in Apache
HttpClient version 3.

Since I had no way to test this case, I left it out
until I could find someone to use as a test case; you are it.

I will add it and let you know. You may need to pull code
from our git repository. Are you ok with that.
