[netCDFJava #HVW-546457]: NetCDF-Java 4.3.8 failing on this Valid OPeNDAP URL

Sorry, I was not clear.
The urls are encoded by the netcdf-java code before
sending them out; it is just that it expects
to be in control of when encoding occurs.

So, it you give it an already encoded url,
it will encode it again; the server will
unencode it once, but the url will be improper
because it still has the original encoding in
place.
