[IDV #KDK-897162]: IDV 2.7 and HIRLAM hybrid files

Ernst,

The problem was the parameter table that we were using had typos. Currently the 
package doesn't show the hybrid values for these type of files.  The hybrid 
values will be available after the grib package refactor is released. The typos 
were fixed and the refactor should be out in about a month.
