Breo,

I looked at the NCEP and the WMO documentation and I didn't see any reference 
to using 9th integer bit 7.  Also, what octet is the 9th integer? I'm assuming 
it's the resolution and component flag that uses code table 7,  that states 
bits 6-8 are reserved. Can you point me to the documentation?
