[McIDAS #RHQ-229966]: Missing (/mis-configured?) SHIPBUOY data files

Hi again Kwan,

I just looked through my change log 
(~mcidas/mcidas<version>/src/CHANGES.<version>)
and see that the change made was not to the POINT decoder, but, rather to 
'ingetext', a routine that feeds the POINT decoders.  This means that it should
be possible to setup decoding of old data (with some and maybe a lot of 
difficulty).
Exactly how this would need to be done would take a bit (lot?) of research.
