[McIDAS #ORX-617145]: Getting full Lat/Lon in IMGLIST

The center Lat,Lon in these messages is the requested center Lat,Lon.
for the image.  I have no idea if the Mesoscale sectors that are
created actually have their center Lat,Lon at the exact point that
was requested.  It is my impression that the center point is as close
as possible to the desired location, but the actual center of the
image could be slightly different.
