[McIDAS #FZD-304705]: new metar station

Do you know if this observation is being delivered in the IDS|DDPLUS
feed (which originates from the observations being sent in the NOAAPort
SBN) of the IDD?  If it is not, there is no good way for it to be
added into the set that gets decoded as the NOAAPort ingest machines that
feed into the IDD are not all controlled by us.
