[McIDAS #JRH-417238]: Replacement for GINI 8-km SuperNational

I suspect that everyone will be in favor of this change.  I can go up
to as high as 4 km resolution for non-VIS bands right now (GOES-15 ir
band are 4 km in resolution), and then increase to the resolution
that matches the various bands in GOES-R when GOES-S gets launched 
in the spring.
