[McIDAS #PMR-133644]: ADDE transfer of nexrad composite

Hi Russ,

After discovering that FNEXRAD national radar composite processing had been
turned off on adde.ssec.wisc.edu, I turned the processing back on, and
radar composite images are once again available via ADDE.

The explanation for why the processing was turned off is too involved
to get into...
