Hi Greg,
SSEC passed along some additional, useful information on the status
of MTSAT-2 vs MTSAT-1R:

I found that the operative part of this message is:

The Japan Meteorological Agency (JMA) plans to perform maintenance of
MTSAT's ground system starting on October 22, 2013 and ending on
December 19, 2013. During the ground system maintenance period, primary
satellite operations will be switched from MTSAT-2 (145E) to MTSAT-1R
(140E). Direct readout users will not have to move their ground antennas
as MTSAT-1R data will be broadcast from 140E.
On December 19, 2013, at 0200 UTC, primary satellite operations will
resume on MTSAT-2.
The reason for the switch to MTSAT-1R is now clear as is the scheduled
switch back to MTSAT-2.
