Hi Randy,

re: change to IRABDEC.CFG for SIG decoding

If your results parallel mine, you should now be decoding
significant levels for Tenerife / Guimar, IDN=60018 -- I
verified the decoding change on adde.ucar.edu and
lead4.unidata.ucar.edu last night.
