[McIDAS #FHC-600867]: different name for GINIALL GOES-East 4km IR

Congrats on the use of your Sandy IDV bundle in new media broadcasts!

Brain death?  Historical artifact?  FYI: the same description was included
in one of the CCS case study datasets... All instances have been regularized.

The irregularity has been corrected on adde.ucar.edu.
