[McIDAS #NEG-418462]: -XCD update to RH6 giving curious radar filenames

We do _not_ use DMNEXR to process (file, etc.) NEXRAD Level III data (and, we
never have).  We use the LDM FILE action to write the data to disk, and
we do not see any problems using FILE actions.

Question:

- I thought that there was a desire to move away from use of DMNEXR
  and adopt LDM FILE directly at SSEC.

  Is this not happening?

  Or is this DMNEXR's last hurrah?
