Yup, I agree.  I must be misinterpreting the output.

Since the NEXRAD Level III products _were_ getting FILEed when your 
pattern-action file
pattern was using data/nexrad as the top level of the output directory 
structure,
and since nothing is apparently now getting FILEed, it would seem that there is 
something
amiss in the reworked action.  Please (re)send the copy of the pattern-action 
file that is
currently being used.
