[McIDAS #UPK-111507]: GINIWEST GW8KWV product

The water vapor channel on GOES-West (now GOES-15) is now the same as
the water vapor channel on GOES-East (currently GOES-13).  The 8 km water
vapor product ended with the switch of GOES-West from GOES-11 to GOES-15.

As far as I know, the Weather Service has no intention of creating an 8 km WV
product for NOAAPort, so the change would appear to be permanent.
