re: revamped DELTZ definition for RAOBCON.(CORE|SITE|USER)

It should work in any of the files.  To help in troubleshooting this, please
do the following and send me the results:

<as the user you are running McIDAS as>
cd $MCDATA
dmap.k RAOBCON
