[McIDAS #YUY-407544]: GOES-West Availability from SSEC ADDE

Hi Fred,

The WEST data set is once again updating on unidata2.ssec.wisc.edu.  The
problem was on a machine feeding unidata2, so SSEC had to implement the
fix.
