[McIDAS #RWL-811432]: 20081004: bad lat/lon for Tuscon upper air data in MD file

Hi again Don,

I put in an override for KTWX (72274) on motherlode, newmotherlode, and yakov.

After doing a bit of searching on the net, it is still unclear to me if the RAOB
station in Tuscon is KTWC or KTUS.  For the override, I set the LAT,LON for KTWC
to be the same as for KTUS, but I set the ELE to be 787 instead of 805 (because
of info I saw on the net).
