[McIDAS #HZP-657281]: Moving McIDAS-XCD server

OK.  I will try to logon to stratus this afternoon/evening and take a look.

Comment (mainly for me): the fact that the build fails in the Tcl/Tk
portion leads me to think that there needes to be a modification made
somewhere in ~mcidas/mcidas2007/src/tclcomp.sh.

I will take a look after we trace down a problem we are having with
our inquiry tracking system.  The ETA for this is unknown at this
time, but I am hoping that it won't last all day.
