Unidata McIDAS includes the McIDAS-XCD package of decoders for data in NOAAPORT. One of the decoders in McIDAS-XCD does exactly what you are asking for, convert GRIB messages (GRIB1 and GRIB2) to McIDAS GRID format. McIDAS also has the capability of serving the GRIB data directly through ADDE. To do this efficiently, MySQL must be installed on the the users workstation that is ingesting/accessing the GRIB messages, and the user must setup the ADDE GRIB server.
