[McIDAS #GPA-582858]: request to add an interstate to OUTUSINT map file

I generated a new version of the McIDAS map file for US Interstates, OUTUSINT, 
and have
included it as an attachment.  Just in case you are interested, I also generated
a new instance of a McIDAS map file for US Highways, OUTUSHIW, and have 
included it as
an attachement.
