20040817: Projection of LEVEL III radars in McIDAS

The projection used is the RADR.  The navigation module for RADR is
~mcidas/mcidas2004/src/nvxradr.dlm. This should have the information
you are looking for.  If I remember correctly, the RADR projection is
simply a local stereographic one.
