20040107: missing .BAT files for new McIDAS satellite

Hi Hsie,

You are not missing these; they do not exist.  They are referenced
in the McIDAS routing table setup BATCH files (e.g., UPRTE.BAT)
so that a user could create them and do some processing upon
receipt and successful decode of the images.  There is no harm if they
do not exist.
