Bill,
Sorry I havn't had time to get to this, but I have been struggling with
a number of things, not the least of which is the writing of an AMS
paper. The unfortunate thing is that I will be out of the office
starting tomorrow (Wednesday, Sept. 17) until Sunday (Oct. 1). After
that, I will be finishing my AMS paper and then preparing for the
Policy Committee meeting on October 5-6. Sorry to moan, but I just
wanted to let you know why I havn't gotten back to you.
Anyway, see below for the small bit of input I can give.

It is unexpected and points to a problem.

Yes, I think you are correct.

No, I don't believe that you are. This will merit a more thorough
investigation when I get back from trave.
