Travis - Lets start with the GLM data, first, as I think that is low hanging
fruit.
Yes - we get it via the SBN:

And additionally:

TIRS00 - GOES East
TIRT00 - GOES West
ECMWF is a little more complicated. There is the less-resolved grids on the
SBN, but there is also encrypted grids on the SBN for which the IDD will not be
privy to. There is this whole thing (note the WMO headers are different):

So, I think it depends if you have the decryption key installed that allows the
edex server to decode and database.
I would suggest reaching out to Carissa Klemmer (address@hidden) - she will
have a lot more info on the grids. I tend to stay away from the encrypted data
. . . it is not ours to play with.
