You should not need to build the libxml2 package as I think it is available in standard repositories. I say "I think" since we do not have a RHEL/CentOS 7 system here to test this on. We chose to upgrade directly to CentOS 8 on our CentOS 6 machines as 8 will have a longer supported lifespan than 7. Just in case it may help, here are the packages I found that I needed to install in my CentOS 8 development machine (which is a VM): <as 'root'> yum install libpng-devel yum install libxml2-devel yum install spax CentOS 8 Power Tools yum install dnf-plugins-core yum config-manager --set-enabled PowerTools yum install rpcgen Please keep us appraised of your progress...
