[LDM #AFT-567406]: GOES-17 data filing question

Hi Mike,

Latency plots for feeds being REQUESTed by vulcan have dropped to
expected/desired near-zero levels.  For instance:

http://rtstats.unidata.ucar.edu/cgi-bin/rtstats/iddstats_nc?SATELLITE+vulcan.science.sjsu.edu

The obvious question is:  what was changed?

The more details that we have, the better we will be able to support
other sites in the future, so we would appreciate a full debrief!
