Based on a comparison of NOTHER latencies between Rime

and Mammatus
<http://rtstats.unidata.ucar.edu/cgi-bin/rtstats/iddstats_nc?NOTHER+mammatus.ttu.edu>,
it appears that the problem is one
of the above -- although internal network congestion can't be ruled out.
Incidentally, the clock on Rime is about 386 seconds fast and drifting faster.
We recommend synchronizing it via ntpd(8).
What's the bandwidth of the AT&T network?
