[LDM #GUQ-669331]: Both Radar and Satellite feeds stopped downloading abruptly

Since reverse DNS already exists, rime.ttu.edu is already ALLOWed
to REQUEST from both idd.unidata.ucar.edu and iddb.unidata.ucar.edu.
