Interesting! The NEXRAD2 and NEXRAD3 data-products that we get from NOAA/NWS 
and distribute on our LDM network aren't in GRIB format.

If by "would" you mean "work", then yes: the LDM doesn't care about the format 
that the data in a data-products is in.
