The real-time stats that edex.esci is sending back indicate that you are having
problems on all high volume feeds, not just NOTHER:

It has been our experience that when low volume feeds are received with
acceptable
latencies and high volume feeds are not, then there is some sort of artificial
bandwidth limiting going on. If the total bandwidth volume was limited, all
feeds should show increased latencies as their delivery will be competing with
each other for that bandwidth.
