Russ, > /home/ldm/bin/hupsyslog on the problem system is owned by ldm, not root. There's the problem: the LDM installation isn't correct. The files ~ldm/bin/hupsyslog, ~ldm/bin/ldmd, and (if it exists) ~ldm/bin/noaaportIngester should all be owned by root and setuid. How was the LDM installed?
