[LDM #APJ-776066]: new noaaport install

Brendon,

By default, the noaaportIngester(1) program will listen on the system
default multicast interface. I could be that that interface isn't the one
connected to the Novra. You can try specifying the interface using the
option "-I <<ip_addr>>", where "ip_addr" is the IPv4 address of the
interface to which the Novra is connected.
