[LDM #BQD-554715]: ldm restart

Carol,

That's not common at all. A downstream LDM will try every 30 seconds to
reconnect to an upstream LDM that's been offline for a while.

Let me know if the downstream LDM doesn't reconnect within 30 seconds after
the upstream LDM becomes available.
