[LDM #RQD-888533]: pqact errors after upgrade to 6.13.0

There's a new beta version of LDM 6.13 that, hopefully, will solve your 
problem. It's available at

    ftp://ftp.unidata.ucar.edu/pub/ldm/beta/ldm-6.13.1.7.tar.gz

Would you please try it and let us know.
