[LDM #KRB-795296]: pqing and GRIB data

Brad,

pqact(1) only knows about the LDM metadata of a data-product (e.g., 
product-identifier, feedtype, creation-time): it knows nothing about the format 
of the data itself (e.g., whether the data is a GRIB1 or GRIB2 message). It's 
up to the decoders that act upon the data-products to know about their format. 
So, no, this change will not affect pqact(1).
