Try setting the CPPFLAGS and LIBS variables as arguments to the
configure(1)-script. For example
./configure CPPFLAGS=-I/local/tools/downloads/libxml/usr/include
LIBS="-L/local/tools/downloads/libxml/usr/lib -lxml2" >configure.log 2>&1
