I'm beginning to suspect the problem lies with IP addresses and interfaces.

Would you please send me the output from the following commands:

    regutil
    ldmadmin config
    grep -i ^request $HOME/etc/ldmd.conf | grep -i srh-ls-cpnrs2.srh.noaa.gov
